Why wouldn’t we choose the most capable person to be the Secretary of Education. President Obama selected Arne Duncan, whose last job was as CEO of Chicago schools. In one year stated that Chicago students meeting or exceeding state standards rose by 15%…the real reason for the rise was changing the test not improved education. [...]
